PROJECT NAME: Fairwood Pump Station and Force Main
The City of Hot Springs will receive bids for construction of a 4,000 gpm, 335 HP duplex submersible sewage pump station, 400 HP natural gas driven back up pump, wet well expansion (21 feet deep), bypass gravity piping at wet well, 280 feet of bypass 12 force main, 50 feet of 15 gravity main, 2 manholes, refurbish existing wet well, electrical control building, remove existing structures and equipment, install fence and gates, 2,820 LF of 20 PVC and DI force main to include one highway bore, 96 feet of 16 DI pipe to replace an exist 14 DI pipe suspended from bridge.
The City of Hot Springs will receive bids until 2:00 PM, CT, December 3, 2012 at the Purchasing Office, 517 Airport Rd. Ste. C, Hot Springs, AR 71913. Bids received after this time will not be accepted. Bids will be opened and read aloud immediately after the specified closing time. Bids may be delivered by any means available except electronically (Fax or e-mail). Faxed/e-mail bids will not be considered.
Bidding Documents may be obtained at the Engineers Office upon payment of $125.00 for each set of documents. Return of documents is not required and amount paid is not refundable. Partial sets are not available. The complete bid packet may be examined at the following locations:

There will be a mandatory pre-bid meeting at the Hot Springs Parks Department conference room, 111 Opera Street, Hot Springs, Arkansas at 2:00 PM, local time, November 28, 2012. All potential bidders must attend in order to qualify for submitting a bid.
A performance and payment bond written by a responsible surety company authorized to do business in Arkansas, in the amount of the contract, will be required on all contracts in excess of $20,000. Bid security in the form of a cashiers check only (relative to other types of checks), drawn on a bank or trust company doing business in Arkansas, or a corporate bid bond in favor of the City of Hot Springs and in the amount of five percent (5%) of the bid amount is required on bids exceeding $20,000 and must be submitted with the bid. For bids over $20,000, the contractor must be properly licensed for this activity prior to signing a contract. Arkansas Prevailing Wage laws do not apply since the project is excluded due to its cost.
Bids may not be withdrawn within 90 days of opening.
Bidders must provide with their bid a certificate regarding Equal Employment Opportunity, as applicable. The contractor must comply with all laws, regulations, directives and rules, including Arkansas labor/wage requirements.
Qualified (conditional) bids will be subject to rejection. Contractors must comply with City Codes as applicable. Any sub-contractors utilized are subject to City approval. Bidders are expected to inspect the work site and inform themselves of local conditions. Bidders must be prepared, if requested by the City, to submit additional information such that the City can determine responsibleness. The City encourages the participation of disadvantaged, small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, either as contractor or subcontractor. Certification as such by the Arkansas State Highway and Transportation Department or other government agency is required for recognition as such an entity. The City reserves the right to reject any or all bids, to waive any formalities, and to, in the opinion of the City except the bid that is in the Citys best interest.
