Loughren, U.S. Navy petty officer, second class, pre-mobilized with Naval Mobile Construction Battalion 28 to California in June for three months before deploying to Afghanistan. It was Loughren's third deployment and his first to Afghanistan. This week is first trip back home since his deployment last summer.
