Man arrested for alleged rape

A Hot Springs man was arrested Thursday for allegedly raping a 7-year-old girl two years ago.

Charles Lee Carter, who lists a Northshore Drive address, was taken into custody around 8:30 a.m. and was charged with rape, a felony punishable by up to life in prison. He remained in custody Tuesday in lieu of $25,000 bond and is set to appear July 11 in Garland County District Court.

According to the affidavit, on June 19, the Garland County Sheriff's Department received a report from the Arkansas Child Abuse Hotline in reference to the rape of a now 9-year-old female by a known suspect, identified as Carter.

On June 22, the juvenile was interviewed at Children's Advocacy Alliance in Conway and reportedly stated Carter had raped her when she was 7 years old. It was determined the sexual assault allegedly occurred at a residence in Hot Springs. The victim positively identified Carter.

During an interview at the Arkansas State Police Troop K Headquarters, Carter allegedly admitted to rubbing his privates on the juvenile's privates, but denied any penetration.
