Suspect arrested in drive-by shooting

A Hot Springs man was arrested Saturday evening in connection with the drive-by shooting of a local residence that had occurred about 15 minutes earlier.

Tamar Mitchell Jernigan, 21, who lists a Morrison Street address, was taken into custody around 6:45 p.m. Saturday and charged with one count of committing a terroristic act, a felony punishable by up to 20 years in prison, and a misdemeanor count of fleeing on foot.

He remained in custody Monday in lieu of a $25,500 bond and appeared in Garland County District Court.

According to the probable cause affidavit, around 6:30 p.m. Saturday, officers responded to the 100 block of Carson Street in reference to a terroristic act that occurred 15 minutes prior to their arrival. A witness allegedly told police that a black Honda with three occupants had driven by and began shooting at 128 Carson St. and then fled the scene.

The homeowner was reportedly not at the residence at the time of the reported shooting and arrived shortly after responding officers. He reportedly told police he had observed a black Honda car missing its two front wheel covers drive by his house and stop earlier that day.

A description of the suspected vehicle was broadcast to other patrol units and it was located minutes later. Officers attempted to conduct a traffic stop in the 100 block of East Grand, but the front passenger, later identified as Jernigan, allegedly exited the vehicle and fled on foot.

Following a brief pursuit on foot, Jernigan was taken into custody and transported to the police department for further investigation. The Honda was reportedly located a short time later. The vehicle was unoccupied and a handgun was allegedly located in plain view on the passenger side floorboard where Jernigan had allegedly been sitting.
