Man arrested after allegedly caught peering into bathroom stall

A reportedly homeless man was arrested Monday after he was allegedly caught peering over a bathroom stall in a women's restroom at the Social Security Administration office.

Richard O'Neal Troxel, 47, who lists no permanent address, was taken into custody at around 3:30 p.m. Monday and charged with misdemeanor counts of voyeurism, punishable by up to a year in jail, and public intoxication, punishable by up to 30 days in jail.

He remained in custody Tuesday in lieu of $1,500 bond and is set to appear Nov. 21 in Garland County District Court.

According to the probable cause affidavit, a woman called Hot Springs police after allegedly discovering Troxel peering into her bathroom stall at the Social Security Administration office, 112 Corporate Terrace. She told officer Justin Baker she felt like someone was hovering over her and then noticed Troxel standing on another toilet in a different stall, peering down at her.

She stated she was partially nude and finishing up in the restroom when she noticed Troxel and screamed. A security officer told Baker he was making his rounds when he heard a loud scream coming from the women's room.

The security officer said he then saw Troxel running out into the lobby. He said Troxel told him he could not see and was partially blind when asked why he was inside the women's restroom. Upon making contact, Baker reportedly noted a strong odor of alcohol on Troxel, who also had bloodshot, watery eyes and slurred speech.

Troxel, who is reportedly on parole, also had an absconder warrant for his arrest.
