A Hot Springs man was arrested on felony charges late Tuesday after he allegedly shot at his wife and her child as they were attempting to flee in a vehicle.

Quanah P. Hopps, 41, of 648 Fifth St., was taken into custody at his residence at around 10 p.m. Tuesday and charged with committing a terroristic act, punishable by up to life in prison, three counts of aggravated assault with a firearm and one count of endangering the welfare of a minor, each punishable by up to six years.

Hopps was being held Tuesday on zero bond, and is set to appear today in Garland County District Court.

According to the probable cause affidavit, an officer who responded to the residence in reference to shots being fired was approached by Hopps, who had his hands in the air. Hopps allegedly told the officer "I'm the one you're looking for. I fired the gun three times." Hopps was detained without incident.

Hopps' wife and her juvenile daughter told police he fired a weapon in their direction as they were fleeing the residence along with another juvenile. One juvenile reportedly ran from the scene while his wife and her daughter attempted to flee in a vehicle.

Officers noted that a bullet impacted the vehicle about an inch under the window of the rear hatch. The child inside the vehicle was reportedly sitting even with the bullet hole, but the round failed to penetrate the metal exterior.

Hopps' wife said that prior to him shooting at her vehicle, Hopps pointed his firearm at her and the two juveniles inside the residence. Officers reportedly located a .380-caliber pistol and three shell casings in the front yard.

Rankin

Jessica Ellyse Rankin, 28, who lists a Lakeland Drive address, was arrested at around 4:30 p.m. Monday and charged with second-degree domestic battery, punishable by up to 10 years in prison. She remained in custody Tuesday in lieu of $3,500 bond and is set to appear today in district court.

According to the report, police responded to Daffodil Street in reference to a domestic battery on Sept. 23.

The mother, who refused to let Rankin in her residence, said she had opened the front door to speak with her daughter but left the metal locking mechanism secure, allowing the door to be cracked while still locked.

She and Rankin allegedly exchanged an item through the cracked door when Rankin reportedly reared back and kicked the door open. The forceful kick to the door allegedly caused the metal latch on the locking mechanism to protrude and it impacted the victim's right eye, causing bleeding and swelling.

On Sept. 27, Rankin's mother told Detective Patrick Langley her eye is "collapsed" and she has no vision in it at all. She has reportedly undergone one surgery but was told numerous follow-up surgeries may be required. Even then, her loss of vision could be permanent.

The "Warrant Wednesday" post on Facebook reportedly attracted attention and Rankin even commented on the post, prompting police to urge her to turn herself in.

He was later released on $3,500 bond, and is set to appear Oct. 31 in district court.

According to the affidavit, officers were dispatched to Mobile Marine, 2800 Albert Pike Road, in reference to an aggravated assault with a firearm.
