Hot Springs Parks & Trails Director Anthony Whittington speaks at a ceremony marking completion of a bioswale Tuesday at the David F. Watkins Memorial Park. The Hot Springs Board of Realtors and the Park Avenue Community Association partnered to secure a $3,500 Place-making Grant from the National Association of Realtors to fund the bioswale, which is a landscape element designed to concentrate or remove debris and pollution from surface runoff water. Personnel from the city's Street Division and Parks & Trails supplied the labor for the project.
