A welfare check on an infant by Garland County sheriff's deputies Thursday afternoon resulted in the arrest of a convicted sex offender for allegedly failing to register.

Terry Tyler Clark, 30, of 110 Bayou Point, was taken into custody at his residence around 2 p.m. and charged with a felony count of failure to register as a sex offender or report an address change, punishable by up to 10 years in prison.

Clark was being held in lieu of $3,500 bond and appeared Friday in Garland County District Court.

According to the probable cause affidavit, sheriff's deputies responded to the Bayou Point residence in reference to a welfare check on a 5-day-old female and upon arrival made contact with Clark at the home.

It was noted Clark was convicted of rape in 2006 in Clay County and required to register as a sex offender. Clark is currently assessed as a Level One offender, with the risk of reoffense considered very low.

Clark reportedly registered with the Hot Springs Police Department as "a homeless vagrant" on June 12, 2018, and did not list an address.

A check with the Centralized Electronic Network of Sex Offender Registries (CENSOR) revealed Clark has reportedly not registered the Bayou Point residence as his address with any law enforcement agency.

The homeowner at the residence told deputies Clark had been staying there for two to three weeks so Clark was taken into custody without incident.

• A local man was arrested Thursday morning on felony and misdemeanor charges after he allegedly caused injury to his girlfriend, fled from sheriff's deputies and was later found in possession of counterfeit money.

Robbie Len Womack, 36, of 208 Kassman Road, was taken into custody shortly after 8:30 a.m. and charged with three felony counts of second-degree forgery, punishable by up to 20 years in prison, and misdemeanor counts of third-degree domestic battery, punishable by up to one year in jail, fleeing on foot and resisting arrest.

He was being held on zero bond and appeared Friday in Garland County District Court.

According to the probable cause affidavit, around 8 a.m., Deputies Clayton Green and Andrew Goodman responded to the 200 block of Kassman Drive to a domestic disturbance and while en route were told the male suspect had left the scene wearing shorts and a black shirt.

The deputies made contact on Marion Anderson Road with a suspect matching the description, identified as Womack, who immediately stated he didn't hurt anyone. Green asked him what happened and he reportedly said he and his girlfriend got into an argument and she fell.

The deputies had been told Womack might have a warrant for his arrest and were attempting to verify it so they detained him and took him back to the residence so deputies could talk to the alleged victim.

Green made contact with the girlfriend, 40, who reportedly stated Womack had become angry with her for having the front door open. She said he pushed her away from the door causing her to fall into a bar stool and hit her head on the stool, resulting in a knot on her head.

Lt. David Wolf arrived to assist as Green spoke to Womack again and told him he was under arrest for domestic battery.

At that point, Womack allegedly "took off running" behind the house. Green ordered him to stop, but he did not comply so Green deployed his Taser at him. The Taser did not make contact with Womack and he continued to run.

Wolf caught Womack across the street and took him into custody. Womack complained that his arm and back were hurting so he was transported by LifeNet to CHI St. Vincent's Hot Springs for evaluation and treatment.

While at the hospital, Dr. Karl Wagenhauser emptied Womack's pockets during his examination and allegedly found three counterfeit $100 bills, all with the same serial number, resulting in the additional felony charges.
