Juvenile arrested in connection to double shooting

A 15-year-old Hot Springs youth has been charged as an adult in connection with last Thursday's double shooting outside a residence on Rector Street.

According to an arrest report released on Monday, Fredrick Eugene Scott Jr., of 608 Rector, was charged with two felony counts of first-degree battery and one felony count of committing a terroristic act after he reportedly admitted to having a firearm and shooting into the vehicle in an attempt to shoot one of the women. He faces up to life in prison on the terrorist act charge.

Scott remained in custody on a zero bond Monday in the Garland County Juvenile Detention Center and is set to appear in Garland County District Court on Aug. 8.

Julius Lamar Rutledge, 18, of Hot Springs, was charged with two felony counts of first-degree battery and one felony count of committing a terroristic act on Friday. He also faces up to life in prison and was initially being held on zero bond.

Rutledge appeared via video before Judge Ralph Ohm in district court Monday morning and pleaded not guilty to the charges. His bond was set at $50,000 and he is set to appear again Sept. 24 for a hearing to determine if the case will be bound over to Garland County Circuit Court. He remained in custody Monday afternoon.

According to the probable cause affidavit attached to Scott's arrest report, officers who responded a shooting in the 200 block of Rector Street at around 9 p.m. Thursday found a white female, identified as Cheyenne Perry, 21, slumped over the driver's seat of a blue Nissan Versa with an apparent gunshot wound to her right abdomen, while a juvenile black female, identified as Elisana Murphy, was lying on the ground near the driver's side at the rear of the car with apparent gunshot wounds to her left chest and wrist.

Witnesses reportedly said two males walked to the passenger side of the vehicle and one of them leaned over and began speaking to one of the women inside the vehicle. Moments later, several shots were allegedly fired and the two men ran west down Rector Street.

Murphy and Perry were both transported to area hospitals for treatment. Perry remains in ICU in critical condition, while Murphy was awaiting surgery, according to the affidavit.

Murphy later went to the police department to view a photo lineup after Detective Mark Fallis developed Rutledge as a possible suspect, according to the probable cause affidavit with his arrest report. While she was there, she reportedly identified Rutledge as one of the men who approached the vehicle just prior to the shots being fired.

Murphy told police she was lying in the back seat of the car when Rutledge and an unknown man, later identified as Scott, approached the passenger side of the car. She said Rutledge leaned into the vehicle to speak to Perry and the second man started to shoot into the vehicle.

During the investigation, Scott was developed as a suspect and asked to come to the police department, according to the affidavit with his arrest report. He arrived with his parents and was reportedly interviewed with his father in the room. During the interview, he allegedly admitted to having a firearm and shooting into the vehicle in an attempt to shoot one of the women.
