A local man who was arrested Sunday after a nearly 11-hour standoff with multiple law enforcement agencies was reportedly in possession of two handguns during a foot pursuit with city police, according to new information released Monday.

Davy Wayne Rollins, 46, of Hot Springs, was taken into custody at around 2:30 p.m. Sunday at his residence, 1780 E. Grand Ave., Unit 15, and charged with felony aggravated assault on a law enforcement officer, punishable by up to six years in prison, felony second-degree domestic battery, due to the victim's age, punishable by up to 10 years in prison, first-degree terroristic threatening, and misdemeanor third-degree battery.

Rollins, appearing via video, pleaded not guilty to the charges Monday during a plea and arraignment hearing in Garland County District Court. He remained in custody on Monday at the Garland County Detention Center on a combined $154,500 bond.

Judge Meredith Switzer set a felony review hearing for July 9, and issued a no-contact order for Rollins with the victims.

According to the probable cause affidavit, Hot Spring police responded to 1870 E. Grand Ave. at around 11 p.m. Saturday in reference to a domestic battery. Officers made contact with four individuals who stated that Rollins had reportedly struck two of them on the head with part of a nonfunctioning firearm.

Rollins had fled the scene prior to the officer's arrival, allegedly taking two handguns with him. He reportedly returned to Unit 15 at Combs Mobile Home Park just as officers arrived and fled again, the affidavit said.

As he was pursued on foot by Hot Springs police Officer Shawn Stone, Rollins allegedly stated he was armed and would shoot Stone if he came any closer. Rollins was reportedly able to escape into the nearby woods and could not be located.

The two relatives who were allegedly injured by Rollins were transported to an area hospital for treatment. One of the victims, Rollins' 71-year-old father-in-law, suffered a contusion to his head. The other victim, a woman who a witness on scene identified as his niece, suffered a laceration that required six staples.

At around 3 a.m. Sunday, Hot Springs police were contacted again and reportedly told that Rollins was back at the mobile home park in Unit 15. Officers responded to the scene and surrounded the residence, and the Hot Springs police SWAT team was also activated and also responded.

After several failed attempts to make contact with Rollins, including the deployment of three "hot box" phones, the SWAT team reportedly "began to use other means to make contact" at around 7 a.m., the affidavit said.

Just after 7:30 a.m., the SWAT team attempted to make entry into the residence, at which time two gunshots were reportedly heard from inside.

One bullet reportedly pierced the front door, police said in a news release on Sunday, but no officers were hit by gunfire.

"My understanding is they (SWAT officers) did not have a visual on the suspect when they shots were fired. They came from the back of the trailer," Hot Springs police Cpl. Kirk Zaner said Sunday.

The officers backed out and continued to attempt communication and administer tear gas inside the trailer.

After numerous attempts to make contact with Rollins and drive him out with tear gas failed, police contacted Arkansas State Police, which activated its SWAT team and brought additional resources to the scene, according to the release.

Contact was attempted using verbal commands and a robot with a camera attached, along with the deployment of additional rounds of tear gas, until the ASP SWAT team decided to move in on the residence, Zaner said.

A loud explosion could be heard on the scene as Arkansas State Police breached the trailer's front door and the side of the trailer using breaching equipment called a "bearcat."

"They did make contact with Mr. Rollins and he eventually came out, surrendered, and he is now in custody. No one was injured in this other than the domestic battery victims but they will be OK," Zaner said on Sunday.
