Level 3 offender arrested for failing to report his social media profiles

A Hot Springs man who is a convicted sex offender was arrested Thursday for allegedly failing to report all his social media profiles and contacting a juvenile girl through Google Hangouts.

Chester Douglas Manning, 35, who lists a Burchwood Bay Road address, was taken into custody around 6:30 p.m. and charged with failure to comply with sex offender registration and requirements, a felony punishable by up to 10 years in prison.

Manning was being held in lieu of $10,000 bond and appeared Friday in Garland County District Court.

According to the probable cause affidavit, on March 29, Manning, a Level 3 sex offender, came to the Hot Springs Police Department and completed his registration paperwork. He told Detective Jarrett Cantrell he only had one social media profile on Facebook under his name.

Manning signed the document stating that he will comply with requirements to disclose all screen names, user names and instant message names used to contact another person online.

On May 17, Cantrell was informed by an officer from another jurisdiction that Manning had been contacting a juvenile through Google Hangouts. The officer provided screenshots of Manning's Google profile including a profile picture of Manning and screenshots of his conversation with the juvenile.

Manning's phone number was found in the correspondence and matched the one he provided to Cantrell. A warrant for Manning's address was issued Tuesday.

Level 3 sex offenders reportedly have a history of repeat sexual offending and/or strong anti-social, violent or predatory personality characteristics.
