Traffic stop leads to felony drug charges; cocaine, meth found

A traffic stop on a truck borrowed without permission early Sunday resulted in the arrest of a local man on multiple felony drug charges after meth and cocaine were allegedly found in his possession.

Ricky Luvell Boyd Jr., 34, who lists a Mayflower Street address, was taken into custody shortly before 4:30 a.m. and charged with possession of meth with purpose to deliver and possession of cocaine with purpose to deliver, each punishable by up to 10 years in prison, and two counts of possession of drug paraphernalia, punishable by up to 20 years and up to six years in prison.

Boyd was also charged with misdemeanor counts of unauthorized use of a vehicle and driving on a suspended driver's license. A convicted felon on parole, Boyd was previously charged with simultaneous possession of drugs and firearms, possession of meth with purpose to deliver, two counts of possession of a controlled substance with purpose to deliver, possession of drug paraphernalia and possession of a firearm by certain persons after a traffic stop on June 26, 2018.

Boyd was being held on bonds totaling $66,500 and was set to appear Monday in Garland County District Court while the charges from the June 26 traffic stop have been filed direct to Garland County Circuit Court.

According to the probable cause affidavit, on Wednesday, a local man, 55, reported his 1988 Ford F-150 pickup truck was borrowed by a known acquaintance, identified as Boyd, who had asked to borrow it the day before for one hour but then never returned it.

On Sunday, around 3:45 a.m., Sgt. LeeAnn Zaner spotted the pickup traveling in the 800 block of Gaines Avenue and made a traffic stop. She made contact with the driver, identified as Boyd, who stated it was "his friend's truck" and that he had borrowed it with permission about two days earlier.

Zaner noted she recognized Boyd from previous interactions and that he was "visibly shaking and stuttering" while he spoke to her. She discovered Boyd had a warrant for his arrest so she took him into custody.

In searching the area of the pickup that was within arm's reach of Boyd, Zaner and Cpl. Zac Rostan, who had responded to assist, allegedly found a black, zippered pouch that contained one baggie with 4 grams of what later tested positive for crack cocaine and another baggie with 4.6 grams of what later tested positive for meth.

The officers also found a set of digital scales with meth residue on them in the center console near the pouch and a glass pipe under the seat which also had residue on it.

• A Hot Springs woman was arrested Friday on felony and misdemeanor warrants for allegedly stealing the wallet of a man who gave her a ride last month and using his credit card.

Tiffany Latice Wimbley, 34, who lists a Civic Street address, was taken into custody shortly before 1:30 p.m. near Central Avenue and Plateau Street and charged with a felony count of theft by receiving, punishable by up to six years in prison, and a misdemeanor count of theft of property, punishable by up to one year of jail.

Wimbley, who also had a warrant for failure to appear, was being held on $4,500 bond and appeared Monday in Garland County District Court.

According to the probable cause affidavit, on Aug. 30, a local man reported his wallet, ID cards, two debit-credit cards and money, were stolen. He stated he had went through the drive-through at 1600 Central Ave., and saw a woman wearing no shoes in the parking lot asking for a ride.

He said he didn't know her, but agreed to give her a ride and dropped her off on Pond Street. Afterward, he discovered his wallet was missing from the center console of his vehicle. He later learned his credit card was used twice the next day at Walmart, 4019 Central, for $93.08 and $106.40.

Walmart provided video surveillance of the transactions which showed a woman using the cards and exiting the store with the merchandise purchased. A photo of the woman was shown to patrol officers who identified her as Wimbley based on prior interactions. The total loss to the victim was $199.48 and he was not reimbursed by the credit card company.
