I read Mr. Don Cunningham’s letter published on June 28 about proposals by President Obama that would hurt military retirees on TRICARE for Life. I wholeheartedly agree that such proposals would be unfair to our veterans. I would be absolutely appalled if any of this were true. So I looked up the CBO report mentioned and read it. First of all, the Congressional Budget Office (CBO) is just that – it is not an arm of the executive branch. They are nonpartisan and do not draft or propose legislation.
