Hot Springs Police Chief Bobby Southard, right, thanks detective Bill Waterfield for his 20 years of service to the HSPD and presented him a plaque during a retirement party Tuesday. Waterfield was hired in March 1989 and spent the first year and a half working as an undercover officer. He moved to Hot Springs from the Chicago area after serving more than 10 years there as an officer in DuPage County. He now plans to relocate to Florida for his retirement.
