Lawsuit: Water tax ‘illegal exaction’

HS residents claim stormwater fee unlawful

Alleging that an illegal exaction is being collected by the city, two municipal utility customers have filed suit against the Hot Springs Board of Directors.

The suit was filed in Garland County Circuit Court last Wednesday by H. Gregory Campbell, a Little Rock attorney representing Roberta Morningstar and Doyle Shirley and “all taxpayers similarly situated,” against Mayor Mike Bush and each member of the city board.
