The Hot Springs Advertising and Promotion Commission has received 60 percent of the construction plans for Majestic Park and expects to begin construction by late January or early February, Visit Hot Springs CEO Steve Arrison said Friday.

"Now it's just putting the numbers to it to make sure we have a project that's within budget is the most important thing right now; let's get the numbers right before we start," Arrison said.

The plans will be given to project construction manager Hill & Cox Corp.

"They're trying to get us some numbers on them to see if we're in budget before we finish up the rest of the design of the project. So as soon as that's completed we'll finish up the plans and then bid it and get started," Arrison said.

The project's budget is $7.5 million.

"It will be within budget, there's no doubt about it," Arrison said. "Whatever we have to do, we are only going to spend the $7.5 million, plus the $500,000 we got from the grant from the Oaklawn Foundation, which was a wonderful grant."

Hill & Cox will be done evaluating the plans in one to two weeks, Arrison said, and then the commission will receive 90 percent of the plans and go through the same process.

"I think it'll move rather quickly," he said. "We're almost through with the design, then it's a matter of just bidding it and getting started. I'd hope that we'd get started in January sometime. And then hopefully, depending on weather, be playing some baseball in a year for 2021."

The commission selected Hill & Cox as the project's construction manager Nov. 5, after rating them the highest out of six contenders.

The five-field baseball complex located at the former site of the Boys & Girls Club of Hot Springs is being funded by the proceeds from an $8.5 million bond issue city voters approved on Sept. 10. Other facilities at the complex will include a grandstand, concessions, restrooms, warm-up areas, batting cages and shaded playground areas. New parking areas will also be included.
