A lack of control

Dear editor:

Can someone please explain to me what this facility (Animal Control) does?

We live in a fairly nice neighborhood. Recently, a home was rented out to a family that has three pit bulls. All dogs are on leashes, tied up in the backyard with no shelter whatsoever. They bark consistently, nonstop. And the landlord told us to just call the police if the noise gets too much!

The dogs have eaten through the wood fence and got in my neighbor's backyard. Leashes aren't going to hold determined dogs.

Recently, the older pit was off his leash out free roaming and barking aggressively at people out walking.

Animal Control came once again. Three times now that I know of. And the dog was put back in the yard.

My neighbor was told by Animal Control they can't do anything till they actually do something.

What? I guess you have to be mauled to get action.

I'm irritated with this useless facility.

Laws were put in place several years ago about gripper dogs, but I guess Animal Control forgot to read it or weren't informed.
