Man throwing rocks at woman's residence arrested on multiple felony drug charges

A Garland County man who was allegedly throwing rocks at the windows of a woman's residence early Sunday was arrested on multiple felony drug charges about 30 minutes later.

Victor Sal Rosillo, 48, who lists a Spring Street address, was taken into custody shortly after 2:30 a.m. and charged with one count of possession of a controlled substance, meth, punishable by up to 10 years in prison, and four counts of possession of drug paraphernalia, each punishable by up to six years, and a misdemeanor count of first-degree criminal mischief under $1,000, punishable by up to one year in jail.

Rosillo, who also had a warrant for failure to comply, appeared Monday in Garland County District Court via video and pleaded not guilty to all the charges. Judge Joe Graham set his bond at $5,000 and scheduled a felony review hearing for May 11. Graham also issued a court order barring Rosillo, who remained in custody Tuesday, from contact with the alleged victim in the case.

According to the probable cause affidavit, shortly after 2 a.m. Sunday, Garland County sheriff's Deputy John Crow was dispatched to a trailer home in the 2300 block of Spring Street regarding a prowler heard behind the residence.

While he was still en route, the female homeowner, 59, advised someone had just thrown rocks through two of her windows and struck her trailer with a red passenger car which left the scene headed toward Cutter Morning Star School.

Deputies who were in the area spotted a red Honda Accord partially pulled into the wood line in the 2600 block of Spring occupied by a male driver, identified as Rosillo, and a female passenger, Regina Beth Ballew, 31, of Hot Springs.

Crow spoke to Rosillo who stated he had been at his girlfriend's residence and she would not allow him inside. He reportedly admitted he did throw rocks through the windows of her trailer. Ballew reportedly also confirmed seeing Rosillo throwing rocks through the window.

A computer check revealed the warrant for Rosillo and also showed Ballew had multiple warrants for three counts of failure to appear, one count of failure to pay and a probation violation and she had a search waiver on file.

Both were taken into custody and the vehicle was searched. In the front floorboard, a canvas-type lunch box was located that allegedly contained two glass pipes with meth residue, a small digital scale, a syringe with meth residue, a pill bottle containing 4.9 grams of what later tested positive for meth, and an aerosol canister with a fake bottom that contained a baggie with 1.9 grams of meth. Rosillo reportedly stated the drugs and paraphernalia all belonged to him.

Deputy Kevin Hampton responded to the victim's residence to speak to her and she indicated she wanted to press charges for criminal mischief. Red paint transfer could be seen on the edge of her trailer which matched damage to the Accord. The damages to the windows and the gutter drain on the edge of the trailer were estimated at $500.
