Amendment issues

Dear editor:

Charles Krauthammer wrote (Aug. 24, 2015), "If you are born in the United States, you are an American citizen. So says the 14th Amendment." Well, not exactly. The next phrase in that Amendment says "and subject to the jurisdiction thereof."

If a female citizen of Canada (for example) were vacationing in the USA, and circumstances arose where her baby must be born here, what would be the legal citizenship of the baby? I think that most countries would desire that the baby follow the mother's citizenship.

So, I'll see Charles his 14th Amendment and raise him the Second, where it says the right to bear arms shall not be infringed, and never mind that little thing about a militia.
