A local man was arrested Thursday on multiple felony warrants following a brief standoff with Hot Springs police at a residence at 320 Skyview Terrace after police received a tip about his location.

Marquiz Shanto Moutry, 26, of Hot Springs, was taken into custody just before 3 p.m. Thursday on warrants for simultaneous possession of drugs and firearms, punishable by up to life in prison, possession of firearm by certain person, possession of meth with the purpose to deliver, possession of a schedule IV drug with intent to deliver, fleeing on foot and possession of drug paraphernalia.

Moutry, a previously convicted felon, was being held at the Garland County Detention Center without bond awaiting a court date yet to be set.

Police officers could be observed setting up a perimeter around the mobile home and clearing civilians from the immediate area.

A news release from the police department said officers began ordering Moutry to come out and surrender, but he "did not respond to initial commands."

After several failed attempts to coax Moutry from the residence, the police SWAT team and crisis negotiators were activated.

"Numerous verbal commands were given over a loud speaker, ordering Mr. Moutry to surrender, but he refused," the release said.

The department's MRAP rescue vehicle maneuvered to a "close and personal" location at the front of the residence, at which point SWAT officers made contact with Moutry at his front door, Cpl. Kirk Zaner told The Sentinel-Record at the scene.

Once contact was established, Moutry agreed to communicate with negotiators using a secured portable phone and voluntarily surrendered a short time later.

"During this situation, proper training, planning, communication along with excellent teamwork, culminated in a successful operation where a wanted suspect was arrested without incident or injury," the release said.

According to a probable cause affidavit, Moutry reportedly fled from police on May 15 after he and an alleged accomplice, James Lewis Smith II, 27, were found sitting in the parking lot of Kentucky Fried Chicken, 114 Airport Road, smoking meth.

Smith was taken into custody at the scene, but Moutry reportedly fled toward Simmons Bank once Lt. Shaun Roach approached the gold Chevrolet Malibu the men were sitting in.

In a post-Miranda interview, Smith allegedly told police he had purchased the vehicle from a black man, later identified as Moutry, in the 100 block of Garland Street and drove it home that day. He said he later received a Facebook message from Moutry, saying he left the license plate on the vehicle.

Smith said he removed the license plate and he and his girlfriend drove back to Garland Street to return it to Moutry. Once there, Smith said Moutry had a shotgun and Colt pistol. Smith was interested in purchasing the pistol, but wanted to shoot it first.

The two were allegedly on their way to a gun range to shoot the weapons, but needed to stop at Walmart to get milk for Smith's mother. Smith said when the pulled into the parking lot of KFC Moutry reportedly asked him if he wanted to smoke a "bowl" of "meth." Roach reportedly pulled up as they were smoking and Moutry just took off running.

The car was searched and three baggies containing 1.3 grams of what later tested positive for meth were located inside a cigarette pack. Three glass pipes were found inside a glove in the center console and a loaded 12-gauge shotgun was found in the back seat. There were several unused small baggies scattered around the vehicle and a prescription bottle with one Clonazepam pill and 21 Diazepam pills.

Smith later identified Moutry through his Facebook messenger and a warrant for his arrest was later issued by police.
