Sex offender fails to register

A 22-year-old sex offender who failed to register his address was arrested Wednesday afternoon.

Brian Scott Guinn, who listed a Frona Street address, was charged with failure to register, a felony punishable by up to 10 years in prison. He remained in custody Thursday in lieu of a $10,000 bond and is due in Garland County District Court on Sept. 14.

Guinn was convicted of sexual indecency with a 14-year-old victim on May 21, 2013. According to the affidavit, he was assessed as a level two offender with a moderate risk of offending again. Guinn was required to register every six months beginning June 12, 2013.

According to the affidavit, Guinn had approximately 45 addresses around the state since he first registered. The Garland County Sheriff's Department received calls at the beginning of August regarding Guinn residing with a female and her children in different locations in Garland County. Guinn was allegedly registered in another county.

On Aug. 27, Deputy O.A. Wynn received a call from a subject who stated Guinn was living with his brother. Wynn arrived at the residence and made contact with Guinn's mother. She stated she told him to register three weeks ago, but he failed to do so. Guinn's driver's license address was also incorrect, and according to the affidavit he had moved five times since living at that listed address.
