DTF detains 2 on drug charges

A controlled purchase of methamphetamine by local drug task force investigators led to the arrest of two Hot Springs men on multiple felony drug charges Friday.

Richard Troy Breckenridge, 45, who lists a Nickles Street address, were taken into custody at 5 p.m. and each charged with felony counts of delivery of meth, possession of drug paraphernalia and unauthorized use of another person's property to facilitate a crime, each punishable by up to 20 years in prison, and possession of drug paraphernalia, punishable by up to 10 years.

Breckenridge was also charged with first-degree forgery, punishable by up to 20 years. They both remained in custody Friday in lieu of bonds totaling $42,000 and are set to appear May 16 in Garland County District Court.

According to the affidavit, an investigator with the 18th Judicial District East Drug Task Force conducted a controlled purchase from Breckenridge and Bray of 2 grams of what later field tested positive for meth. The suspects were driving a 2005 Chevrolet truck that investigators followed after the purchase.

Arkansas State Police Trooper Andrew Ault stopped the suspects at Pine Meadow Loop and Shady Grove Road, where they were taken into custody. A small black case containing digital scales, plastic bags and 1.9 grams of meth were allegedly located inside Breckenridge's boot and a bag containing 25 amphetamine pills were in his pants pocket.

According to the forgery affidavit, on March 31, an employee at Oaklawn Racing & Gaming, 2705 Central Ave., reported a patron, later identified as Breckenridge, used a counterfeit $50 bill the previous day at the cashier's cage. Breckenridge was located and a counterfeit marker identified the bill to be a fake.

On April 12, during surveillance footage, a patron was seen speaking with an Oaklawn employee and was identified by his driver's license photo as Breckenridge.

The DTF is composed of officers from the Hot Springs Police Department, Garland County Sheriff's Department, Arkansas State Police, the 18th Judicial District East prosecuting attorney's office and U.S. Homeland Security Investigations.
