Suspicious activity leads to arrest on multiple charges, including drugs

A Hot Springs man was arrested on multiple felony and misdemeanor charges early Tuesday after he allegedly fled from police who had detained him while checking on suspicious activity in the neighborhood.

Frank Allen Madison, 30, who lists a Pinewood Street address, was taken into custody shortly before 2:30 a.m. and charged with felony counts of possession of meth with purpose to deliver, punishable by up to 10 years in prison, possession of drug paraphernalia, punishable by up to six years, and misdemeanor counts of fleeing and obstructing government operations.

Madison, who is on parole and had warrants for failure to appear and criminal trespass, was being held on bonds totaling $8,750 and a parole hold and is set to appear today in Garland County District Court.

According to the probable cause affidavit, shortly before 1:30 a.m. Tuesday, Hot Springs police were patrolling in the area north and south of the 500 block of Albert Pike due to residents' complaints of drug activity, break-ins to vehicles and homes, thefts and other activities.

Officers spotted a white male with a backpack on Albert Pike who later proceeded down Main Street. As one officer approached the man, later identified as Madison, he quickly moved from the center of the street to the side of a house and "looked back several times and appeared to start to walk faster."

Officer Joey Vanderburg made contact with him and noted he had a pair of black gloves in the side pocket of his backpack. He allegedly began "acting nervous" and was "sweating extremely heavy" as if he had been running.

Vanderburg explained they were in the area because of numerous break-ins and asked for ID. Madison allegedly claimed he didn't have an ID and that he was on his way home to Pinewood Street. Officer Billy Perkins pointed out he had seen Madison walk past Pinewood a few minutes earlier.

At that point, Madison allegedly gave the officers a false name and date of birth. When they could find no record of the name, he reportedly gave a second false name which also could not be found.

Officers noted Madison was giving indicators he wanted to run "looking left and right" and becoming "more restless." At one point he took off his backpack and started to sit down, but then jumped up and said his back was hurting. He was told to sit down again and then he started running, but only got about 30 yards before officers took him into custody.

He was allegedly found to be in possession of a baggie with 0.7 gram of what later tested positive for meth, digital scales, used hypodermic needles, a black ski mask, black gloves, a screwdriver, bolt cutters and several other tools.
