Parolee arrested after allegedly shooting at former girlfriend’s house

A local parolee was arrested on felony and misdemeanor warrants Monday after allegedly shooting multiple times at his ex-girlfriend's house last month with her four small children inside.

Devonte Vashone Fulgham, 31, who lists a Potter Street address, was taken into custody shortly after 2:30 p.m. and charged with felony counts of committing a terroristic act and possession of a firearm by certain persons, each punishable by up to 20 years in prison, and four misdemeanor counts of second-degree endangering the welfare of a minor, each punishable by up to one year in jail.

Fulgham remained in custody Tuesday on a $135,000 bond and is set to appear today in Garland County District Court.

According to court records, Fulgham was convicted on March 10, 2015, of theft by receiving of a firearm and sentenced to three years' supervised probation; on Aug. 17, 2020, of robbery and sentenced to 10 years in prison, but later paroled; and was arrested on Nov. 16, 2022, for possession of a firearm by certain persons with the charge still pending in circuit court.

According to the probable cause affidavit, on March 15, shortly after midnight, Hot Springs police responded to a residence on Gray Circle regarding an assault with a firearm.

They spoke to a woman who stated she was inside her room at the residence when she heard a gunshot and then saw her window was broken. She looked out and says she saw her ex-boyfriend, identified as Fulgham, outside the broken window "pointing a handgun towards her."

She said she and Fulgham argued for a short time and Fulgham left from in front of the window. She says she went inside, grabbed her four children, ages 2, 4, 7 and 8, and moved them inside another room of the residence.

Once there, she says she heard several more gunshots from the front of the house and looked out through the front window to see Fulgham now standing in the street in front of the house by his vehicle pointing a gun at the house. She alleges he fired several more rounds toward her house and then fled the area in his white Infiniti SUV.

Officers reportedly observed the broken window and found several shell casings on the scene. They also got an alert from the department's acoustic gunfire detection system at that address.

On March 22, the woman provided detectives with screenshots of Facebook messages from Fulgham's account to her "admitting to shooting at her residence." Detective Shawn Woodall was reportedly able to positively identify the photos on the account as Fulgham by comparing them to his recent parole photos.

Warrants for Fulgham's arrest based on the alleged incident and his prior convictions were issued on Saturday.
